The New Constitution
The story “New Constitution” written by Sadat Hasan Mantu is about the Indian act of 1935. Ustad Mangu the main character of the story is an uneducated Tonga driver. He takes interest in the political affairs of India. He is against the English rules ruling against the will of the people of subcontinent. Their behavior toward the working class is very cheap. They treat them like animals. That is why; he has great hatred against the English.
When he comes to know through the conversation of his fares that a new constitution is going to be enforced, he becomes very happy. He thinks that the country will get rid of cruel rulers very soon. In his point of views, the constitution is like a boiling hot water which will destroy these bugs that suck the blood of the poor.
His fight with the gora soldier is also the result of his great hatred against the English. He becomes very sad when he comes to know during his fight that it is the same old constitution. In fact, he beats the gora soldier mercilessly because of the misunderstanding of the new constitution. Because he thinks that the people of India enjoy equal rights to the English after the implementation of new constitution.
کہانی "نیا قانون" جسے سعادت حسن منٹو کی طرف سے لکھا گیا ہے، 1935 کے انڈین ایکٹ کے بارے میں ہے۔ استاد منگو کہانی کا بڑا کردا، ایک ان پڑھ ٹانگہ ڈرائیور ہوتا ہے۔ وہ ہندوستان کے سیاسی معاملات میں بہت دلچسپی لیتا ہے۔ وہ ان انگریز حکمرانوں کےخلاف ہوتا ہے جو برصغیر کے لوگوں کی مرضی کے خلاف حکومت کر رہے ہوتے ہیں۔ انگریزوں کا رویہ مزدور طبقہ کے ساتھ بہت گھٹیا ہوتا ہے۔ وہ ان کے ساتھ جانوروں کی طرح سلوک کرتے ہیں۔ اس لیے وہ انگریزوں کے خلاف نفرت کرتا ہے۔
جب اسے سواریوں کی گفتگو سے پتہ چلتا ہے کہ یکم اپریل 1935 ء کو نیا قانون نافذ کیا جانے والا ہے تو وہ بہت خوش ہوتا ہے۔ وہ سوچتا ہے ملک بہت جلد ظالم حکمرانوں سے چھٹکارا پا لے گا۔ اس کے خیال میں نیا قانون ابلتے ہوئے پانی کی طرح ہو گا جو ان پسوؤں کو تباہ کر دے گا جو غریبوں کا خون چوستے ہیں۔
گورا سپاہی کے ساتھ اس کی لڑائی انگریز کے خلاف اس کی نفرت کا نتیجہ ہوتی ہے۔ لیکن اس وقت وہ بہت افسردہ ہوتا ہےجب اسے اپنی لڑائی کے دوران پتہ چلتا ہےکہ وہی پرانا قانون ہے۔ حقیقت میں نئے قانون کی غلط فہمی کی وجہ سے وہ سپاہی کے بڑی بے دردی کے
ساتھ مارتا ہے۔ کیونکہ وہ سوچتا ہے کہ نئے قانون کے نفاذ کے بعد ہندوستان کے لوگ انگریزوں کے ساتھ برابر کے حقوق رکھتے ہیں۔
